I am looking for a proper English equivalent to the French "Bureau dOrdre Central", a reference, I suppose, to a subdivision (usually in an government department) assigned to communication with the outside world.

يُعَرّفُ 'حافظ محمد أنور بن مهر' التستر عن الجريمة في كتاب 'التستر والإيواء في الفقه الإسلامي' على أنه 'إخفاء الشخص المجرم والمطلوب بحق، وستر فعله وكتمان خبره عن السلطات الأمنية أو عن صاحب الحق وغيره من الناس؛ بغرض تخليصه من العقوبة أو تفويت حق الغير أو الإضرار بصاحب الحق'..
وعموماً، ينقسم التستر عن الجريمة في القانون المغربي الجنائي إلى نوعان: 'التستر القبلي'، أي التستر على الجريمة قبل وقوعها، ويعتبر هذا النوع جريمة تامة تتوفر فيها جميع أركان الجريمة (العنصر المادي، المعنوي والقانوني) التي لا تُسْقِط بأي حال من الأحوال المسؤولية الجنائية عن فاعلها لأن المتستر عليها كان على دراية بها حتى قبل وقوعها؛ ومن جملة التهم التي سيواجهها المتستر في هذه الحالة 'التستر على الجريمة والمشاركة المعنوية والمسؤولية التقصيرية ...إلخ '.
أما النوع الثاني فيسمى بـ'التستر البعدي' أي التستر على مرتكب الجريمة بقصد أو بغير قصد بعد حدوثها. ويضع هذا النوع الآخر من التستر مرتكبها في قفص الاتهام غير أنه يستفيد من ظروف التخفيف التي يمكن أن تصل إلى الغرامة المالية فقط أو العقوبة الحبسية مع وقف التنفيذ وإبقاء الغرامة وذلك حسب درجة خطورة التستر والجريمة المرتكبة.
Accessory, in general, is an offender who harbours, protects or assists a person who has already committed an offence or stands trial for committing an offence.
In Moroccan Penal Law, there are two sorts of `Accessories; a) accessory after the fact and b) accessory before the fact. As for the latter, it is universally considered as a direct accomplice in the offence because the offender has a prior knowledge about the offence. In case the `mens rea (Guilty Mind العنصرالمعنوي) and the `actus rues (Guilty Actالعنصرالمادي) are both associated, the offender will be given a confinement sentence with a compulsory fine.
In regards to the second sort, the offender shall be given a suspended prison sentence with a heavy fine or a six-month prison sentence with or without a fine if there are no mitigating circumstances in the case.
