Position Available : Legislative Budget Program Manager
Position Objective : To design and implement project activities aimed at developing specialized budget expertise within the Moroccan Parliament.
Employer : USAID Parliament Support Project
Job Location : Rabat, Morocco
Closing Date : Monday 29th January 2007.
 
Position Summary : Tasks include, but are not limited to
-  Review pending legislation (Bills and proposed amendments) related to budget and public finance issues.
-  Design, organize and facilitate budget/executive oversight seminars or workshops.
-  Assist parliament to establish and operate a Budget Analysis Office.
-  Attend parliamentary plenary sessions and committee meetings and provide summary reports to the Project Director (Chief Of Party).
-  Develop and write Scopes of Work, oversee national and international consultants progress to ensure their assistance is provided at the highest possible level
-  Contribute to project work plans ; bi-weekly, quarterly and annual reports ; performance monitoring reports ; and other documents.
Your skills and background should include
-  At least an University degree, advanced degree preferred, in Economics, Finance, Public Administration and Management or related field.
-  Minimum 7 years professional experience.
-  Demonstrated knowledge of legislative development, the Moroccan parliament, its structures, authorities and procedures.
-  Fluent in English language, both spoken and written.
-  Strong interpersonal & verbal and written communication skills.
-  A demonstrable history of successful multi-tasking and team work.
-  Able to work independently.
-  Computer literacy - Microsoft office, internet research.
