20 novembre ore 18 - Consorzio Zenzero - Via Torti 35 Arci Genova organizza un incontro con Vittorio Arrigoni, attivista per i diritti umani dellInternational Solidarity Movement.
Sar presentato Gaza. Restiamo umani il suo libro sul massacro di gennaio che racconta linferno di vivere nella Striscia di Gaza.
Fra bombardamenti e assedio, sofferenza e resistenza non violenta.


Lincontro fa parte di un PERCORSO CITTADINO PIU AMPIO che prevede incontri con la societ civile genovese, in una due giorni di memoria, e dibattiti a cura di:
- Comitato Piazza Carlo Giuliani Onlus,
- Associazione Zataar
- ARCI Genova

Jai lhonneur de vous annoncer la tenue de la Rencontre Rgionale: Adaptation aux changements climatiques au Maghreb: Bilan et Perspectives , que compte organiser le Comit National IGBP du Maroc et l'Universit Hassan II, le 1er et le 2 dcembre 2009 Casablanca, avec le soutien du programme ACCA du CRDI.


Cette rencontre a trois objectifs:

  • Renforcer la capacit des scientifiques, des organisations, des dcideurs et dautres intervenants contribuer ladaptation aux changements climatiques;
  • Susciter une meilleure comprhension des conclusions des scientifiques et des organismes de recherche en ce qui concerne la variabilit du climat et les changements climatiques;
  • Fournir aux concepteurs de politiques des donnes scientifiques de bonne qualit.

  • Chercheurs
  • Dcideurs politiques
  • ONG
  • Journalistes


Je tiens vous informer que cette rencontre est organise en marge de la Confrence des Nations Unies sur les Changements Climatiques, prvue au sommet de Copenhague du 7 au 18 dcembre 2009.

  • Ladaptation de la scurit environnementale au Maghreb (extrmes thermiques, ressources en eau, scheresse, inondations, dsertification, feux de forts, rosion littorale et continentale, sant, biodiversit)
  • Ladaptation de la scurit alimentaire au Maghreb (agriculture : contraintes spatiales, des essences, la nouvelle distribution agricole rgionale, etc),
  • Ladaptation de la scurit nergtique au Maghreb (efficacit nergtique, nergie renouvelables, activits socio conomiques, etc)
  • Ralit de ladaptation aux pays du Maghreb ; tats des lieux : contraintes et dfis

I am pleased to announce the "Regional Meeting: Adaptation to Climate Change in the Maghreb: Review and Outlook", to be organized by the National Committee of IGBP Morocco and University Hassan II, 1st and December 2, 2009 in Casablanca, with the CCAA support from IDRC.

This meeting has three objectives:

  • Strengthen the ability of scientists, organizations, policymakers and other stakeholders to contribute to adaptation to climate change;
  • Encourage better understanding of the findings of scientists and research organizations in regard to climate variability and climate change;
  • To provide policy makers the scientific data of good quality.

Target Audience:

  • Researchers
  • Policy-makers
  • NGOs
  • Journalists

I wish to inform you that this meeting is held on the sidelines of the UN Conference on Climate Change, scheduled at the Copenhagen Summit of December 7 to 18, 2009.

The axes of this meeting are:

  • Adaptation to environmental security in the Maghreb (extreme heat, water resources, drought, floods, desertification, forest fires, coastal erosion and continental, health, biodiversity)
  • Adaptation of food security in the Maghreb (agriculture: spatial, species, new agricultural regional distribution, etc.)
  • Adaptation of energy security in the Maghreb (energy efficiency, renewable energy, socio economic, etc.)
  • Reality of adaptation to the Maghreb countries; statements places: constraints and challenges

توصلت الهيئة الوطنية لحماية المال العام بالمغرب بعدة شكايات معززة  بالوثائق والمستندات  بتراب الجماعة القروية بالقصر الصغير ولاية طنجة ، بخصوص عقارات  جماعية تابعة للجماعة السلالية  بمدشر "خندق الزرارع " ذات مطلب التحفيظ 14283 والرسم العقاري 1296 وكذا عقارات أخرى جماعية توجد فوقها بنايات وعقارات خاصة تطل على مضيق جبل طارق .

ويتعلق الأمر ب374 هكتار اسالت لعاب صاحب فضيحة المبلغ الكبير (4 ملايير و800 مليون سنتيم) الذي قضت به المحكمة الإدارية الاستئنافية ضد المجلس البلدي لمراكش لصالح نائب العمدة السابق عبد العزيز البنين، بسبب ''الضرر"الذي لحقه جراء إنجاز طريق عمومي على بقعة أرضية يملكها بمحاذاة شارع محمد السادس.

حيث تعرف المنطقة في الآونة الأخيرة انطلاقة العديد من المشاريع الإنمائية الضخمة ، والتي  انخرط فيها  سماسرة العقار في تزوير العقود واصطناع الملكيات بغاية الاستيلاء على الأملاك الخاصة والأملاك الجماعية بالاستعانة ببعض منعدمي الضمير من أبناء المنطقة بالإغراء المادي ومنهم المدعو الأمين اللغميش الذي عمد الى تزوير العديد من العقود العدلية( يوجد في حالة اعتقال ) وشرع في بيعها عن طريق عصابة متخصصة في النصب والاحتيال بغاية سلب الأملاك ،وتهجير السكان والاستيلاء على أراضيهم ،ويتم تسهيل بيعها للاغيار في خرق سافر للقاانون المنظم للاراضي السلالية والتي لا يجوز تفويتها طبقا للظهير الشريف المؤرخ في 27 ابريل 1919 في فصليه الرابع والحادي عشر الذي جاء باستثناءات  محددة تقتصر فقط على  التفويت لفائدة الدولة من اجل إنشاء مشاريع ذات منفعة عامة وتعتبر مصالح سلطة الوصاية أي عملية تفويت خارجة عن هذا الاطار غير قانونية ويجب التعامل معها على هذا الاساس

ان الملف معروض على قاضي التحقيق لدى محكمة الاستئناف بطنجة ، وقد أكدت لنا العديد من المصادر تحرك بعض السماسرة  بغاية الإساءة للقضاء ، والذي أصبح الملاذ الوحيد لحماية الحقوق ، ولهذا فقد انتدبت الهيئة الوطنية لحماية المال العام بالمغرب الأستاذ محمد بنسليمان المحامي بطنجة لتتبع الملف والنيابة عن المتضررين حتى ترجع لهم أراضيهم ويتابع كل من ثبت تورطه في عمليات التزوير والنصب واصطناع الوثائق أو ساهم أو شارك في ذلك .

ونتمنى لقاضي التحقيق المكلف بالبحث  التوفيق في مهامه تحقيقا للعدل والإنصاف في أفق إلغاء العقود المشبوهة وإرجاع الحالة الى ماكانت عليه ،حماية للأملاك  الجماعية والعامة  والتي يمنع تفويتها طبقا لمقتضيات ظهير 1919 خاصة في فصله 11 الا للمنفعة العامة.

Gaza freedom march

International call \day of Gaza \1\January 2010

 

This uprising intifada is dawn of freedom everywhere around the globe and is against Antihumanity/Antijustice/Repression/Opression/Occupation/war/Globalization/Hegemony
We ask all to take part in the worldwide protest and actions in the days of Gaza of Palestinian intifada
and we must make a sign in unity so we want to have actions around the world in the same time,
the same way and with all power we have. We must motivate and bring on the way all our brothers and sisters, friends and people we know and we have to go to the main important places, what means Embassies, consulates especially from US And Israeli will start after salatul juma3 on Friday 1 January 2010
Please be aware of the information's and announcements of local groups in your town and area and country and help to organize people take part everywhere.
Between 12 h and 4 h pm in all cities and in mass demonstrations around the globe.
WE WANT TO ANNOUNCE INTERNATIONAL DAY OF Gaza and all groups,
parties and communities should force their governments to do so officially.

The head of the global movement against globalization and American hegemony and Zionism Mujahid brother Fadi Madi,invited all members and cadres and organizations and bodies of the global movement to actively participate in the march and serious larger freedom to Gaza, which start from around the world heading to Gaza at the end of the month of December, and gather in Cairo on 27 and enter the Gaza, the Rafah crossing and the sea and all the crossings, which divided the land of beloved Palestine on January 1, 2010

An end to the military occupation that began in 1948 is a major condition for establishing a just and lasting peace. For over six decades, the Palestinian people have been denied freedom and rights to self-determination and equality. The hundreds of thousands of Palestinians who were forced out of their homes during Israels creation in 1947-48 are still denied the rights granted them by UN Resolution 194.
Sources of Inspiration
The Gaza Freedom March is inspired by decades of nonviolent Palestinian resistance from the mass popular uprising of the first Intifada to the West Bank villagers currently resisting the land grab of Israel's annexationist wall.
It draws inspiration from the Gazans themselves, who formed a human chain from Rafah to beit hanoun, tore down the border barrier separating Gaza from Egypt, and marched to the six checkpoints separating the occupied Gaza Strip from Israel.
The Freedom March also draws inspiration from the international volunteers who have stood by Palestinian farmers harvesting their crops, from the crews on the vessels who have challenged the Gaza blockade by sea, and from the drivers of the convoys who have delivered humanitarian aid to Gaza.
If Israel devalues Palestinian life then internationals must both interpose their bodies to shield Palestinians from Israeli brutality and bear personal witness to the inhumanity that Palestinians daily confront.
If Israel defies international law then people of conscience must send non-violent marshals from around the world to enforce the law of the international community in Gaza
The March is yet another link in the chain of non-violent resistance to Israel's flagrant disregard of international law.
Citizens of the world are called upon to join ranks with Palestinians in the January 1st March to lift the inhumane siege of Gaza.

Israels blockade of Gaza is a flagrant violation of international law that has led to mass suffering. The U.S., the European Union, and the rest of the international community are complicit.
The law is clear. The conscience of humankind is shocked. Yet, the siege of Gaza continues. It is time for us to take action! On January 1, 2010, we will mark the New Year by marching alongside the Palestinian people of Gaza in a non-violent demonstration that breaches the illegal blockade.
Our purpose in this March is lifting the siege on Gaza. We demand that Israel end the blockade. We also call upon Egypt to open Gazas Rafah border. Palestinians must have freedom to travel for study, work, and much-needed medical treatment and to receive visitors from abroad.
As an international movment we are not in a position to advocate a specific political solution to this conflict. Yet our faith in our common humanity leads us to call on all parties to respect and uphold international law and fundamental human rights to bring an end to the Israeli military occupation of Palestinian territories since 1948 and pursue a just and lasting peace.
The march ca only succeed if it arouses the conscience of humanity.

This uprising intifada is dawn of freedom everywhere around the globe and is against Antihumanity/Antijustice/Repression/Opression/Occupation/war/Globalization/Hegemony

We ask all to take part in the worldwide protest and actions in the days of Gaza of Palestinian intifada
and we must make a sign in unity so we want to have actions around the world in the same time,
the same way and with all power we have. We must motivate and bring on the way all our brothers and sisters, friends and people we know and we have to go to the main important places, what means Embassies, consulates especially from US And Israeli will start after salatul juma3 on Friday 1 January 2010
Please be aware of the information's and announcements of local groups in your town and area and country and help to organize people take part everywhere.
Between 12 h and 4 h pm in all cities and in mass demonstrations around the globe.
WE WANT TO ANNOUNCE INTERNATIONAL DAY OF Gaza and all groups,
parties and communities should force their governments to do so officially.

The head of the global movement against globalization and American hegemony and Zionism Mujahid brother Fadi Madi,invited all members and cadres and organizations and bodies of the global movement to actively participate in the march and serious larger freedom to Gaza, which start from around the world heading to Gaza at the end of the month of December, and gather in Cairo on 27 and enter the Gaza, the Rafah crossing and the sea and all the crossings, which divided the land of beloved Palestine on January 1, 2010

And be the beginning of 2010 was the public outcry to conquer the world of injustice, aggression and occupation, which will be announced from Gaza Hashem and to withstand the beginning of a new era in the uprising of the dawn of freedom and the participation of a large crowd for the first time in human history, personalities and parties, organizations and individuals from the continents of the world at large ', which is the most important step since the founding of the global campaign to break the siege of Gaza, which led to many successes in spite of all repressive measures and the threat and the policy of injustice and abuse of kinship with many of the Arab political policy conferences and forums that are responsive to the demands of security and intelligence agencies without any serious action and active in support of our people

Amnesty International has called the Gaza blockade a "form of collective punishment of the entire population of Gaza, a flagrant violation of Israel's obligations under the Fourth Geneva Convention." Human Rights Watch has called the blockade a "serious violation of international law." The United Nations Special Reporter for Human Rights in the occupied Palestinian territory, Richard Falk, condemned Israels siege of Gaza as amounting to a crime against humanity.
Former U.S. president Jimmy Carter has said the Palestinian people trapped in Gaza are being treated "like animals," and has called for "ending of the siege of Gaza" that is depriving "one and a half million people of the necessities of life."
One of the world's leading authorities on Gaza, Sara Roy of Harvard University, has said that the consequence of the siege "is undeniably one of mass suffering, created largely by Israel, but with the active complicity of the international community, especially the U.S. and European Union."
The law is clear. The conscience of humankind is shocked.
The Palestinians of Gaza have exhorted the international community to move beyond words of condemnation.
Yet, the siege of Gaza continues.
Upholding International Law
The illegal siege of Gaza is not happening in a vacuum. It is one of the many illegal acts committed by Israel in the Palestinian territories it occupied militarily in 1967.
The Wall and the settlements are illegal, according to the International Court of Justice the Hague.
House demolitions and wanton destruction of farm lands are illegal.
The closures and curfews are illegal.
The roadblocks and checkpoints are illegal.
The detention and torture are illegal.
The occupation itself is illegal.
The truth is that if international law were enforced the occupation would end.
An end to the military occupation that began in 1948 is a major condition for establishing a just and lasting peace. For over six decades, the Palestinian people have been denied freedom and rights to self-determination and equality. The hundreds of thousands of Palestinians who were forced out of their homes during Israels creation in 1947-48 are still denied the rights granted them by UN Resolution 194.
Sources of Inspiration
The Gaza Freedom March is inspired by decades of nonviolent Palestinian resistance from the mass popular uprising of the first Intifada to the West Bank villagers currently resisting the land grab of Israel's annexationist wall.
It draws inspiration from the Gazans themselves, who formed a human chain from Rafah to beit yahoun, tore down the border barrier separating Gaza from Egypt, and marched to the six checkpoints separating the occupied Gaza Strip from Israel.
The Freedom March also draws inspiration from the international volunteers who have stood by Palestinian farmers harvesting their crops, from the crews on the vessels who have challenged the Gaza blockade by sea, and from the drivers of the convoys who have delivered humanitarian aid to Gaza.
And it is inspired by Nelson Mandela who said: I have walked that long road to freedom. I have tried not to falter; I have made missteps along the way. But I have discovered the secret that after climbing a great hill, one only finds that there are many more hills to climb. ... I dare not linger, for my long walk is not ended.
It heeds the words of Mahatma Gandhi, who called his movement Satyagraha-Hold on to the truth, and holds to the truth that Israel's siege of Gaza is illegal and inhuman.
Gandhi said that the purpose of nonviolent action is to "quicken" the conscience of humankind. Through the Freedom March, humankind will not just deplore Israeli brutality but take action to stop it.
Palestinian civil society has followed in the footsteps of Mandela and Gandhi. Just as those two leaders called on international civil society to boycott the goods and institutions of their oppressors, Palestinian associations, trade unions, and mass movements have since 2005 been calling on all people of conscience to support a non-violent campaign of boycott, divestment and sanctions until Israel fully complies with its obligations under international law.
The Freedom March also draws inspiration from the civil rights movement in the United States.
If Israel devalues Palestinian life then internationals must both interpose their bodies to shield Palestinians from Israeli brutality and bear personal witness to the inhumanity that Palestinians daily confront.
If Israel defies international law then people of conscience must send non-violent marshals from around the world to enforce the law of the international community in Gaza. The International Coalition to End the Illegal Siege of Gaza will dispatch contingents from around the world to Gaza to mark the anniversary of Israel's bloody 22-day assault on Gaza in December 2008 - January 2009.
The Freedom March takes no sides in internal Palestinian politics. It sides only with international law and the primacy of human rights.
The March is yet another link in the chain of non-violent resistance to Israel's flagrant disregard of international law.
Citizens of the world are called upon to join ranks with Palestinians in the January 1st March to lift the inhumane siege of Gaza.

Israels blockade of Gaza is a flagrant violation of international law that has led to mass suffering. The U.S., the European Union, and the rest of the international community are complicit.
The law is clear. The conscience of humankind is shocked. Yet, the siege of Gaza continues. It is time for us to take action! On January 1, 2010, we will mark the New Year by marching alongside the Palestinian people of Gaza in a non-violent demonstration that breaches the illegal blockade.
Our purpose in this March is lifting the siege on Gaza. We demand that Israel end the blockade. We also call upon Egypt to open Gazas Rafah border. Palestinians must have freedom to travel for study, work, and much-needed medical treatment and to receive visitors from abroad.
As an international coalition we are not in a position to advocate a specific political solution to this conflict. Yet our faith in our common humanity leads us to call on all parties to respect and uphold international law and fundamental human rights to bring an end to the Israeli military occupation of Palestinian territories since 1948 and pursue a just and lasting peace.
The march ca only succeed if it arouses the conscience of humanity.

بعد التحية:

تتشرف الحركة الشبابية لمنتدى بدائل المغرب بدعوتكم لحضور الندوة الصحفية  التي ستعقدها يوم 20اكتوبر 2009 بمقر:المجازر القديمة للبيضاء الكائن بزنقة جعفر البر مكي الدار البيضاء،على الساعة السابعة مساءا وفق البرنامج التالي:

- عرض شريط تقديمي للمشروع

2- عرض نبذة عن الأفلام وظروف التصوير

3- الأسئلة الصحافية

4ـ حفلة شاي

وذلك لتسليط الضوء على مشروع "رؤى متقاطعة حول التراث المغربي" المدعوم من طرف الإتحاد الأوروبي.

هدا المشروع مبادرة تقودها الحركة الشبابية لمنتدى بدائل المغرب بشراكة مع كل من المنظمات :شراكة وتبادل (Echanges et partenariats)من فرنسا و معمار والتزام اجتماعي(Arquitectura compromiso social) من اسبانيا وبمساهمة المركز السينمائي المغربي(CCM)،المعهد المتخصص في السينما والسمعي البصري بالرباط(ISCA)،كلية علوم التربية بجامعة محمد الخامس الرباط،الملتقى الدولي لسينما الصحراء بزاكورة. ترمي من خلالها إعادة الاعتبار للتراث الثقافي المغربي من خلال السينما الوثائقية.

هدا المشروع الذي شارف مراحله النهائية في الإنتاج ، بعد التكوين الذي دام مدة شهرين في الوساطة الثقافية وفي تقنيات الفلم الوثائقي وخمسة أسابيع من التصوير وثلاثة أسابيع من التركيب بالإضافة إلى لقاءات مع محترفي الفلم الوثائقي والفاعلين الجمعويين وكذا المهتمين بالتراث.

النتيجة انجاز ثلاثة أفلام وثائقية تتناول ثلاثة مواضيع مختلفة:

1-الإبداع الفني:مسارات الإبداع الفني مستلهمة من التراث الثقافي المغربي.

2-التراث المادي:تجارب إحياء القصبات من طرف المجتمع المدني.

3-الثران الغير مادي: الخطرات:الممارسات/المعارف والمهارات المأثورة في تدبير المياه.

هذه الأفلام الوثائقية الثلاثة التي يدوم كل واحد منها 26 دقيقة ستعرض في كل من المغرب،فرنسا واسبانيا.

إن هذا المشروع يندرج في الإطار الواسع لانخراط الحركة الشبابية لتعزيز فضاءات التبادل والمناقشة حول محاور آنية متناولة من ولأجل الشباب.

Action Jeunesse, le groupe jeune du Forum des Alternatives Maroc (FMAS), a le plaisir de vous inviter à la conférence de presse de présentation du projet « Regards croisés sur le patrimoine marocain».

Au programme :

  • La projection de capsules de présentation du projet
  • La projection des bandes d’annonces et des making-off des 3 films documentaires
  • Période de questions
  • Cocktail

La conférence se tiendra à :

La Fabrique Culturelle des Abattoirs de Casablanca,  le mardi 20 octobre 2009 à partir de 19h.

Pour rappel, après 5 semaines de tournages et trois semaines de montages, les 3 documentaires du projet "Regards Croisés sur le Patrimoine Marocain" seront prochainement présentés au public. Ils traitent de :

1- La création artistique : Les processus de création artistique s’inspirant du patrimoine culturel marocain qui croise les parcours de quatre jeunes musiciens de Casablanca et de Salé ;

2- Le patrimoine matériel : les expériences de revitalisation des Kasbah de Mahdia et de Larache par la société civile ;

3- Le patrimoine immatériel : Les Khettarat - des pratiques, savoirs et savoir-faire traditionnels dans la gestion de l'eau dans la région du Tafilalet.

Le projet Regards Croisés sur le Patrimoine Marocain est une initiative d’Action Jeunesse, le groupe jeune du FMAS, cofinancée par l’Union Européenne. Il est mené en partenariat avec Arquitectura y Compromiso Social (Espagne) et Echanges et Partenariats (France). Se sont associés au projet le Centre Cinématographique Marocain, l’université Mohamed V Souissi et  les rencontres du film transsaharien de Zagora. Il a été soutenu au niveau des formations et de la technique par l’Institut Spécialisé du Cinéma et de l’Audiovisuel (ISCA).

Ce projet vise la valorisation du patrimoine culturel marocain par des jeunes via le cinéma documentaire. Il souhaite aussi contribuer au renforcement du rôle du patrimoine culturel comme facteur d’intégration sociale et de rapprochement culturel des jeunes des deux rives.

11 jeunes marocains et marocaines d’horizons divers ont ainsi été sélectionnés pour prendre part à cet ambitieux projet qui a connu plusieurs étapes comprenant: la formation aux différents métiers du film documentaire, l’acquisition de notions sur la médiation interculturelle, en plus de rencontres avec des professionnels du film documentaire, des acteurs associatifs et divers acteurs s’intéressant au patrimoine culturel marocain.

رسالة مفتوحة الى السيد الوكيل العام للملك لدى محكمة الاستئناف بالدار البيضاء

يعرف  سوق الجملة للخضر والفواكه  بالدار البيضاء  نهبا ممنهجا للمال العام  فقد ضاعت على خزينة الدولة الملايير نتيجة البطء الشديد في معالجة الملف المعروض على انظار قاضي التحقيق  الاستاذ سرحان والمحال عليه   منذ إلغاء محكمة العدل الخاصة سنة 2003  .

 

ولقد احيل عليكم السيد الوكيل العام  ملف آخر لاعلاقة به بالملف الاول يوم 25/9/2009 تحت عدد111 وكلما ترددنا على مكاتب النيابة العامة لم  نعرف وجهته وتأكد لنا بأنه لم يحل على قاضي التحقيق كما قيل لنا يوم 29/9/2009  .

السيد الوكيل العام المحترم

تصلنا أخبار من عدد من المسؤولين عن السوق يروجون  بأنهم اتصلوا بشخصيات نافذة ويروحون بأنها ستحميهم .

وبكل عفوية وببساطة تلقائية، كان قد تساءل  بائع خضر بسيط بسوق الجملة للخضر والفواكه بالدار البيضاء إن كانت لوزير الداخلية شكيب بنموسى يد فيما يجري داخل السوق من تجاوزات واختلاسات وتلاعبات مالية، تساءل إن كان السيد الوزير يحصل على نصيبه من كعكة السوق والتي لايختلف اثنان في كونها كعكة دسمة للغاية!

ولهذا فاننا نرجوكم الاسراع باحالة الملف ليشمل التحقيق كافة المسؤولين  المحليين والمنتخبين عن السوق المتسببين في   العديد من الاختلالات  المالية ، والمثبتة لدينا ، كما نحذر كل  الذين يحاولون  التأثير على القضاء أو الركوب على الملف  والانحراف به نحو المجهول  ونطالبهم باحترام القضاء وصون كرامته و استقلاله  .

كما نرجو من سيادتكم  إطلاع الرأي العام  بكافة تطورات الملف وفضح  كل الجهات  التي تحاول عرقلة  التحقيق وحسن سير العدالة والتي من مصلحتها إقبار ملف ضاعت فيه حوالي 42 مليار درهم  فقط خلال الست سنوات الساابقة  .

ان الهيئة الوطنية لحماية المال العام بالمغرب تبنت الملف منذ يناير 2009  ونعتقد بأنها مدة كافية لوقف النزيف ،وكشف جميع الاختلاسات  بسوق الجملة للخضر والفواكه ونشد على ايدي كل من  سيكشف خبايا هذا الملف الكبير والذي سيسقط  لامحالة الرؤوس الكبيرة اذا استمرت ارادة التغيير ،بالقطع مع  سيادة "قانون الافلات من العقاب" ، و"سلطة التلفون ".

ان سوق الجملة للخضر والفواكه يستفيد منه   مجرمون  حقيقيون  اغتنوا اغتناء فاحشا  في وقت قياسي وأصبحت ممتلكاتهم تفوق المتخيل بسبب سوء التسيير وسوء التدبيرواغماض العين عما يقع بالسوق منذ 1986 دون تحفيز  للأجهزة الرقابية والأمنية المتعاقبة لتقوم بمهامها و التي كان من أوجب واجباتها  تحرير المحاضر لكل المخالفين ، ومتابعة الضالعين المتلاعبين بالمال العام  هم ومن يحميهم أو يتستر عليهم.

اننا لواثقون بأنكم ستعجلون بتحقيق العدل ونتمنى أن يكون هذا الملف تدشينا لورش إصلاح القضاء  الموعود به  منذ خطاب العرش لسنة 2007

رسالة مفتوحة الى السيد الوكيل العام للملك لدى محكمة الاستئناف بالدار البيضاء

يعرف  سوق الجملة للخضر والفواكه  بالدار البيضاء  نهبا ممنهجا للمال العام  فقد ضاعت على خزينة الدولة الملايير نتيجة البطء الشديد في معالجة الملف المعروض على انظار قاضي التحقيق  الاستاذ سرحان والمحال عليه   منذ إلغاء محكمة العدل الخاصة سنة 2003  .

 

ولقد احيل عليكم السيد الوكيل العام  ملف آخر لاعلاقة به بالملف الاول يوم 25/9/2009 تحت عدد111 وكلما ترددنا على مكاتب النيابة العامة لم  نعرف وجهته وتأكد لنا بأنه لم يحل على قاضي التحقيق كما قيل لنا يوم 29/9/2009  .

السيد الوكيل العام المحترم

تصلنا أخبار من عدد من المسؤولين عن السوق يروجون  بأنهم اتصلوا بشخصيات نافذة ويروحون بأنها ستحميهم .

وبكل عفوية وببساطة تلقائية، كان قد تساءل  بائع خضر بسيط بسوق الجملة للخضر والفواكه بالدار البيضاء إن كانت لوزير الداخلية شكيب بنموسى يد فيما يجري داخل السوق من تجاوزات واختلاسات وتلاعبات مالية، تساءل إن كان السيد الوزير يحصل على نصيبه من كعكة السوق والتي لايختلف اثنان في كونها كعكة دسمة للغاية!

ولهذا فاننا نرجوكم الاسراع باحالة الملف ليشمل التحقيق كافة المسؤولين  المحليين والمنتخبين عن السوق المتسببين في   العديد من الاختلالات  المالية ، والمثبتة لدينا ، كما نحذر كل  الذين يحاولون  التأثير على القضاء أو الركوب على الملف  والانحراف به نحو المجهول  ونطالبهم باحترام القضاء وصون كرامته و استقلاله  .

كما نرجو من سيادتكم  إطلاع الرأي العام  بكافة تطورات الملف وفضح  كل الجهات  التي تحاول عرقلة  التحقيق وحسن سير العدالة والتي من مصلحتها إقبار ملف ضاعت فيه حوالي 42 مليار درهم  فقط خلال الست سنوات الساابقة  .

بـلاغ حول نتائج أشغال المكتب التنفيذي في اجتماعه الشهري

 

عقد المكتب التنفيذي للهيئة الوطنية لحماية المال العام بالمغرب اجتماعه الشهري يوم السبت 10اكتوبر2009 وبعد مناقشته للعديد من القضايا المسطرة بجدول أعماله طيلة خمس ساعات ونصف قرر إصدار البلاغ التالي :

إن المكتب التنفيذي بعد تحليله ودراسته لمستجدات الدخول السياسي و الاجتماعي والمدرسي الحالي، واستمرار الضغط الضريبي على الأجور والزيادة في الضريبة على القيمة المضافة على  المواد الاستهلاكية الأساسية  كالسكر والماء والكهرباء المخوصص  وارتفاع الأسعار للمواد الأساسية  وغلاء المعيشة مقابل تجميد الأجور وضعف الضمان الاجتماعي ونظام المعاشات وتدني الخدمات الاجتماعية من صحة وتعليم ونقل وسكن... واستمرار ممارسات الظلم الاجتماعي وتوسيع دائرة االفقر .

وبعد وقوفه على تقرير التنمية البشرية والإنسانية بالمغرب  لسنة 2009 الصادر عن برنامج الأمم المتحدة الإنمائي .

يسجل بكل امتعاض احتلال المغرب لأضعف رتبة في التنمية البشرية لهذه السنة  برتبة 130 بعد الأردن و تونس( المركز 98) والجزائر  104 وسوريا 107 ومصر 123 وتليه اليمن في المركز 140 والسودان 150 ،بعدما كان المغرب  في السنة الماضية يحتل الرتبة  126.

وفي المجال التعليمي  فقد كانت الحكومات المتعاقبة تتغنى  بميثاق التربية و التكوين و تدعي تطويره لكن جاءت عدة دراسات دولية متوالية تجعل المغرب أخيرا في ترتيب دول المغرب العربي تعليميا و تربويا و يضعنا عربيا وراء دول عربية محتلة ومضطهدة كفلسطين والصومال، برتبة جد متأخرة.

إننا  في أخر اللائحة مع جيبوتي  ،علما أن كلفة التعليم المخصصة لكل تلميذ تنقص بمرتين أقل من تونس ، إضافة الى ذلك  فالسياسة التعليمية  لا تواكب احتياجات الاقتصاد الحديث و متطلبات الشغل ، وحتى ما يسمى بالبرنامج الاستعجالي والذي قام  المسؤولون عن الشأن التعليمي بالمغرب بجعله كآخر مسمار في نعش المدرسة العمومية وبالتالي ضرب حق أبناء الفقراء في التمدرس.

ولعل مرد ذلك  تضييق  نطاق الحريات  والإجهاز على ما تبقى من الحقوق الاقتصادية والاجتماعية و السياسية والثقافية  والنقابية والتي تعتبر من أهم الحقوق والمفاهيم  المؤثرة لتحقيق التنمية البشرية وصياغة سياسات فاعلة ترمي إلى مكافحة الفقر والحرمان والأمية مع الاخذ في الاعتبار أهمية إعادة تشكيل طريقة التفكير حول مساائل أساسية مثل النوع الاجتماعي والأمن القضائي و الإنساني ومواجهة تحديات المتغيرات المناخية.

مجلس المستشارين يكلف الدولة  29مليار و160 مليون سنتيم سنويا

وناقش المكتب التنفيذي الخروقات التي شابت عمليات  انتخاب  ثلث مجلس المستشارين والمتجلية في استعمال المال واستمالة الناخبين و حرمان عدد من ممثلي أعضاء اللجان الإدارية من الإدلاء بأصواتهم بسبب عدم إدراج أسمائهم  في لوائح الهيئة الناخبة؛  وإغفال قطاعات عمومية أو شبه عمومية  بكاملها، كقطاع الصيد البحري وقطاع البيئة وممثلي شركة WEBHELP على سبيل المثال لا الحصر من القيد في لوائح الهيئة الناخبة، أو قيد أشخاص لا علاقة لهم بالهيئة الناخبة للجهة المعنية؛ وتضمين لوائح الترشيح المقدمة من طرف بعض النقابات للمتقاعدين أو أشخاص لا يتوفرون على شروط الأهلية للترشح؛ مما يطرح مصداقية هذه المؤسسة التشريعية  والتي أصبحت بدون جدوى وتكلف  29مليار و160 مليون سنتيم سنويا .

 ومرة أخرى لم يأخذ القانون مجراه عندما يتعلق الأمر ب  «تزوير إرادة» المواطنين،ولهذا وذاك  فالمغرب بحاجة إلى إصلاح سياسي ودستوري ، يفسح المجال أمام الفصل الحقيقي للسلط ، بعيدا عن أية هيمنة أو احتواء لأي مؤسسة على المؤسسات الأخرى ، ومن اجل مؤسسات حقيقية ذات صلاحيات واضحة ومحددة ، على غرار الأنظمة السياسية الديمقراطية قولا وعملا  .

وبعد وقوفه على العديد من القضايا والتي يتابعها منذ مدة قام بتدارس القضايا التالية   :

أولا : قضية حرمان  المرحومة عائشة المختاري  من حقها في  العلاج

 قرر  المكتب التنفيذي مؤازرة عائلة عائشة المختاري أمام القضاء والتي وضعت  بين يدي الهيئة ملفا متكاملا يتضمن العديد من الوثائق وكذا المراسلات  التي لقيت الإهمال التام من طرف  السلطات الفرنسية والمغربية.

لقد حرمت من العلاج بمؤسسة كوستاف روسي بباريس  بسبب منعها من التأشيرة، إلى أن توفيت بوجدة يوم 15 غشت 2009 ، نتيجة استفحال سرطان  العظام  والذي لازمها لسنتين ،جراء الحكم عليها  بالموت البطيئ   والأليم ، من طرف السلطات  الفرنسية والمغربية  حيث راسل أخوها

، وزير الهجرة الفرنسي وعددا من الوزراء الفرنسيين ، والمسؤولين الحكوميين والمحليين  المغاربة ، دون الاستجابة لإنقاذ حياة امرأة مسالمة يتهددها  خطر الموت مع علمهم بأن من لم ينقذ حياة شخص في خطر يكون مرتكبا لجناية .

وقد لقيت الرسالة المفتوحة الموجهة للرئيس الفرنسي نيكولا ساركوزي  بتاريخ  11/09/2009  صدى ملحوظا ، وأثارت النقاش حول نظام التأشيرة  واستنكر المكتب التنفيذي الإهانات التي يتعرض لها المواطنون أمام  القنصليات والنهب الذي يتعرضون له  من عدم إرجاع  الرسوم المدفوعة مسبقا لمن رفض طلب تأشيرته ، حيث تقدر مداخيل فرنسا  وحدها بالملايير مقابل "الفيزا "مما تجب معه  المعاملة بالمثل من طرف الدولة المغربية  وذلك  بفرض  التأشيرة على مواطني  كل بلد  يفرضها على  المغاربة.

ثانيا  :لقاح «أنفلونزا الخنازيرالملوث»

استغرب المكتب التنفيذي عدم الجواب عن الرسالة العاجلة الى وزيرة الصحة حول لقاح «أنفلونزا الخنازيرالملوث» والمؤشر عليها بتاريخ  5 أكتوبر 2009 ويجدد طلبه بالتدخل  العاجل لدى منظمة الصحة العالمية للمطالبة بفتح تحقيق دولي  حول اللقاح  والتأكد من خلوه  من التلوث درءا لكل ضرر يمكن ان يصيب  الشعب المغربي  ورفعا لكل الالتباسات   المنشورة بالصحف والمواقع الالكترونية ،والتي قد يكون  سببها  المنافسة الغير مشروعة  مع إغلاق الحدود المغربية في وجه اللقاح الملوث  لاحتمال ان يكون أداة جريمة تم التحضير لها  وصناعتها من طرف شركات لايهمها الا الربح  .

ثالثا :حول ارتفاع الاسعار وتدني الاجور والمعاشات

يعتبر المكتب التنفيذي توصية البك المركزي "بنك المغرب" بعدم الزيادة في الأجور، رغم تعارضه مع مبدأ الرفع من شبكة الاجور او ما يطلق عليه السلم المتحرك للأجور ، أمام الزيادات المهولة  في أسعار المواد الأساسية خلال السنتين الأخيرتين  والتي  تنذر بكارثة قد تؤدي الى انفجار عارم  أمام تدني الأجور والمعاشات ، ففي الزاك مثلا تتقاضى سيدة معاشا شهريا قدره14.06 درهم  ،تعطيلا   للمادة 23 للإعلان العالمي لحقوق الإنسان  "لكل فرد الحق فى اجر عادل يكفل له ولأسرته عيشة لائقة بكرامته وعند اللزوم تضاف وسائل اخرى للحماية الاجتماعية" .

في الوقت الذي يفلت فيه ناهبوا المال العام من العقاب وهم المتسببون  في تقهقر رتب  المغرب في التقارير الدولية .

 ويوصي بالانخراط الجماعي في النضالات التي تقوم بها التنسيقيات المحلية ضد غلاء المعيشة وضعف الخدمات  في مختلف مناطق المغرب.

رابعا :زيغ صندوق المقاصة

ويسجل باستغراب كبير زيغ صندوق المقاصة والذي أخذ منحى آخر غير الذي أنشئ من أجله والمتمثل في دعم المواد الاستهلاكية الأساسية لتحمل جزء من الأعباء عن المواطنين المقهورين والمظلومين ، ويطالب الوزارة الوصية بالإلغاء التام للدعم المخصص لمادة السكر المستعملة في الأنشطة الصناعية وخاصة شركة  المشروبات الغازية  التي تستحوذ على أكثر من 80 في المائة من هذا المنتوج في السوق المغربية  ويطالب الدولة باسترجاع  مبلغ الدعم  الذي  استفادت منه  الشركات.

خامسا:الجمعية الأخوية للتعاون المشترك وميتم موظفي الأمن الوطني (التعاضدية)

سبق للهيئة أن راسلت الوزارتان الوصيتان على الجمعية الأخوية للتعاون المشترك وميتم موظفي الأمن الوطني (التعاضدية) يوم 10 يوليوز 2009  والتي تعرف  العديد من الخروقات القانونية والمالية، لكن تطورات الملف  أدت الى تحريك عدة مساطر قضائية ضد نشطاء متقاعدي الأمن الوطني بالدار البيضاء.

وبعد الاطلاع على المراسلة المستعجلة لجمعية الأمان  لمتقاعدي الأمن الوطني ، قرر المكتب التنفيذي  مساندتهم  ومؤازرتهم أمام القضاء ، والمشاركة معهم في كل الخطوات النضالية ،ويجدد مطلبه بدمقرطة الجمعية الأخوية، وبفتح تحقيق حول الوضعية المالية والادارية للتعاضدية ، وتسوية وضعية العقارات التي يسكنها المتقاعدون  ، وتطبيق مقتضيات الفصل 26 من ظهير 12/11/1963 بتعيين متصرفين مؤقتين قصد انتخاب الأجهزة القانونية  لتحقيق الشفافية والديمقراطية بقطاع التعاضد والقطع مع الممارسات الشاذة كحالة القابض المالي الذي دام في المنصب لمدة 28 سنة  دون انقطاع ودون انتخاب.

ان مدة صلاحية الاجهزة المعينة قد انتهت منذ سبعة   عشر شهرا وعلاوة على ذلك فالمتقاعدون  والأرامل والايتام غير ممثلين بالاجهزة  المسيرة والرقابية  المقررة  .

سادسا: فضيحة الاختلاسات التي عرفها سوق الجملة للخضر والفواكه

وحول فضيحة الاختلاسات التي عرفها سوق الجملة للخضر والفواكه يسجل المكتب التنفيذي باستغراب كبير البطء في معالجة الملف المعروض على قاضي  التحقيق رغم إحالته عليه  منذ إلغاء محكمة العدل الخاصة سنة 2003  والذي لم يحرك فيه ساكنا  الا بعد إحالة الملف الجديد على السيد الوكيل العام للملك  لدى استئنافية الدار البيضاء يوم 25/9/2009 تحت عدد111 حيث قام باستدعاء  نائب رئيس مقاطعة سباتة  وحده بالدار البيضاء  وطلب منه تنصيب محام؟  وهو الذي يتوفر على سلطات واسعة تمكنه من استدعاء كل من له علاقة بالاختلاسات  فبل ست سنوات ، ولهذا فاننا نتوخى ان يشمل التحقيق كافة المسؤولين  المحليين والمنتخبين عن السوق المتسببين في   العديد من الاختلالات  المالية ، والمثبتة لدينا ، كما نحذر كل  الذين يحاولون الركوب على الملف  والانحراف به نحو المجهول  ونطالبهم باحترام القضاء وصون كرامته

و استقلاله   ، وإطلاع الرأي العام  بكافة تطورات الملف وفضح  كل الجهات  التي تحاول عرقلة  التحقيق وحسن سير العدالة والتي من مصلحتها إقبار ملف ضاعت فيه حوالي 42 مليار درهم خلال الست سنوات الساابقة  .

ويطالب المكتب التنفيذي بالتعجيل باحالة الملف على قاضي التحقيق والذي نلتمس منه الأمر ومنذ الآن  بتعيين عدة خبراء محاسباتيين لتدقيق حسابات مداخيل السوق والتي تقدر بحوالي 70 مليار سنتيم سنويا اذا كان الامر يتعلق فقط بمنتوج البصل وحده .

سابعا : تهريب العملة

وفي مجال تهريب العملة لازالت الهيئة الوطنية تنتظر التحقيق في تهريب العملة لأحد مسؤولي جامعة القاضي عياض بمراكش وكيف استطاع  تهريب مليار ونصف لشراء خمس شقق باسبانيا  وقطعتين أرضيتين والتي نتوفر على رسومها العقارية بقادس جنوب اسبانيا.

ونستغرب لاعدام المنشوررقم 29/99 المؤرخ في 17 نوفمبر  1999  الصادر عن الوزير الاول السيد عبد الرحمان اليوسفي  والذي سبق له أن دعا إلى  الاهتمام بمايرد في الصحافة من تجاوزات واختلالات صيانة لكرامة الإدارة من جهة وتجاوبا مع الرأي العام من جهة أخرى، فالقضية نشرت على أعمدة الصحافة ولم تتحرك النيابة العامة بمراكش ولا مدير مكتب الصرف والذي من مهامه تتبع الأموال المهربة وتحرير المحاضر طبقا لاتفاقية الأمم المتحدة لمحاربة الفساد ، مما يؤكد صدق تحليلنا بأن لوبي الفساد لازال في مركز القرار .

ثامنا : اهدار المال العام بشركة الخطوط الملكية المغربية

نهنئ الجمعية المغربية لربابنة الطائرة  على صمودهم  وانتصارهم بتحقيق مطالبهم بتوقيع  بروتوكول  الاتفاق على  مغربة قائد الطائرة، والذي كان حكرا على الأجانب رغم توفر المغرب على الكفاءات التي انفقت عليها الاموال العامة  داخل مجموعة الخطوط الملكية المغربية.
ونسجل  بكل أسف التأخر الملحوظ  في المعالجة نتيجة الإهمال وتعنت  المسؤولين على القطاع والذي ضيع على الشركة الوطنية الملايير نتيجة استفادة الأجانب من امتيازات وظروف عمل جيدة، وتحويل أجورهم بالعملة الصعبة الى الخارج حيث يبلغ عدد الأجانب الذين يشتغلون في منصب قائد الطائرة في شركة "أطلس بلو" 35 طيارا.

وعليه فان الهيئة الوطنية لحماية المال العام بالمغرب تطالب بجدولة إعداد نظام أساسي للملاحين التقنيين  ومغربة القطاع دون رجعة وبمحاسبة مسؤولي الشركة والوزارة الوصية ومساءلتهم عن رفضهم لمطلب يدخل في اطار الروح الوطنية  وتلبية لمطالب الشعب المغربي  في مغربة الاطر بالشركات الوطنية ونطالب بالمساءلة قصد استرجاع  الاموال المهدورة  ليؤديها المستهترون بصفتهم الشخصية لخزينة الشركة الوطنية على اعتبار ان خوض الاضرابات المتتالية  تسبب فيه المسؤولان عن الشركة مديرا ووزير ا.لارساء دولة الحق والقانون والقطع مع الإفلات من العقاب المادي والمعنوي .

تاسعا:هشاشة البنيات التحتية

كما تدارس المكتب التنفيذي افتقاد الحكومة لأي خطة معدة سلفا والوسائل المادية لمواجهة مختلف الكوارث والمآسي الناتجة عن الفيضانات والتي تسببت فيها هشاشة البنيات التحتية خاصة  بالرباط وأقليم الحسيمة   و الشمال بصفة عامة والطريق السيار الرابط بين مكناس وفاس والتي انهارت بعمق 15 سنتيمتر الى الأسفل  ، نظرا للنهب  الممنهج في العديد من الصفقات ،

ويأسف المكتب التنفيذي لعدم الجواب على مراسلات الهيئة المتعلقة بوزارة التجهيز والتي ننبه فيها الى الغش في الاشغال وعدم احترام دفاتر التحملات وانعدام المراقبة القبلية والبعدية  مما تسبب في الكثير من الانهيارات دون محاسبة ودون مساءلة وكأن وزير التجهيز من العيار الثقيل الذي لايمكن زحزحته من المنصب  وله حصانة دولية ، اذ لم يكلف نفسه حتى عناء الجواب على بيع الرافعة المشهورة كخردة  ولم يصرح بثمن بيعها ،والتي عاينها أعضاء الهيئة بميناء سيت بفرنسا والتي اذا اردنا شراء مثلها فوجب اداء خمسة مليارات من السنتيمات .

فأمام عدم احترام قوانين التعمير وضعف تدخل السلطات المحلية انتشر البناء العشوائي حتى في الاحياء الراقية ودون مساءلة ، نظرا  لسيطرة لوبي الفساد المستفيد من اقتصاد الريع والامتيازات غير المستحقة واستغلال النفوذ السياسي المشرعن للنهب والارتشاء والتبذير، والذي يتعارض تمام التعارض مع ثقافة القدوة والامتثال للقانون واحترام الحقوق الاقتصادية والاجتماعيةا والثقافية.

اننا  لانفهم كيف لا يستفيد وزراء المغرب  مما  يقوم به نظراؤهم بالدول الديمقراطية  عند  اتهامهم باهدار المال العام كحالة وزير كندي استضاف اصدقاء له وجلب لهم البيتزا وأخطا في استعمال البطاقة الالكترونية  الشخصية  واستعمل بطاقة الدولة فوجه له السؤال فورا فقدم استقالته رغم  زهادة المبلغ .

عاشرا :

قضية المناضل الحقوقي شكيب الخياري

ويتابع المكتب التنفيذي بقلق كبير  قضية المناضل الحقوقي شكيب الخياري عضو اللجنة الادارية للهيئة الوطنية لحماية المال العام بالمغرب ورئيس جمعية الريف  لحقوق الانسان  ويطالب باطلاق سراحه  والذي سيدرج ملفه  يوم الخميس 15/10/2009 لدى محكمة الاستئناف بالدار البيضاء تحقيقا لمطلب الهيئة الرامي الى حماية كاشفي جرائم الرشوة ونهب المال العام .

احدى عشر :تهنئة  الأخ  عبـــــــد المــــــولى عبــــد المومني 

ويجدد  المكتب التنفيذي  تهنئته للأخ  عبـــــــد المــــــولى عبــــد المومني  (نائب رئيس الهيئة الوطنية لحماية المال العام بالمغرب )على انتخابه رئيسا للتعاضدية العامة لموظفي الإدارات العمومية بالإجماع، كما نهنئ كافة الأعضاء الفائزين .

ويهنئه مرة أخرى  على فوزه برئاسة الاتحاد الافريقي التعاضدي  بالكامرون ونتمنى له التوفيق في فتح  آفاق واسعة للتعاون بين البلدان الإفريقية والمنظمات الدولية النشيطة في هذا الميدان والتي تعمل على مساعدة البلدان الإفريقية للنهوض بالعمل التعاضدي بما يخدم المواطن الافريقي.

اثنى عشر: حركة المغاربة الديمقراطيين المقيمين بالخارج

ويهنئ السيد جمال الدين ريان  مؤسس ، حركة المغاربة الديمقراطيين المقيمين بالخارج على انتخابه رئيسا  لها.

وقرر المكتب التنفيذي الانخراط في العمل الذي تقوم به من  فتح مجال الحوار الهادف إلى خلق أرضية للتشاور و التعاون بين مختلف الفعاليات الجمعوية خارج و داخل المغرب، و بين كل الطاقات الفردية و التخصصات التي لها من الإمكانيات و القدرة ما تخول تقديم الإضافة الايجابية و الخدمات التي من شأنها أن تساهم في تحقيق الأهداف المرجوة.

ثلاثة عشر: فضيحة العقار بوزارتي الداخلية والإسكان ومؤسسة العمران

وناقش المكتب التنفيذي فضيحة العقار بوزارتي الداخلية والإسكان ومؤسسة العمران والمعروفة بتسريب  معلومات حول استثمارات خاصة سُلمت بشكل غير قانوني إلى منافسين في صفقة عمومية تهم قطاع العقار، وقرر متابعة ورصد وتتبع الملف متمنين  لكاتب الدولة في الداخلية التوفيق في التحقيق الإداري الذي يقوم به  والكشف عن   جميع الاختلالات و إحالة كافة المتورطين  على القضاء ، مع البحث  والكشف عن ممتلكاتهم بالداخل والخارج ومعرفة   مصادر الثروات التي راكموها.

كما ناقش المكتب التنفيذي مسطرة  الاقتناءات العقارية لفائدة الدولة   وتبين له من خلال الملفات المتوفرة لدى الهيئة وقوع  عدة تلاعبات   لعدم  خضوعها لدورية الوزير الاول عدد219 بتاريخ  1978 والتي توجب إحداث لجنة للتقويم والاعتماد على عناصر المقارنة .

اربعة عشر:حركة لكل المظلومين

تأسست بمدينة الحسيمة يوم 27 /9/2009 بمقر الجمعية المغربية لحقوق الانسان حركة لكل المظلومين يرأسها الأخ نجيم عبدوني عضو اللجنة الادارية للهيئة الوطنية لحماية المال العام بالمغرب ، ان المكتب التنفيذي يشد على يدي المؤسسين ويتمنى لهذه الحركة التوفيق بتوسيع مجال نشاطها بمجموع تراب المملكة .

خمسة عشر:افتحاص حسابات جمعية الذكرى 1200 لتأسيس فاس

قرر المكتب التنفيذي مراسلة الوزير الأول  والمجلس الأعلى للحسابات حول  افتحاص حسابات جمعية الذكرى 1200 لتأسيس فاس  والتي تم تخصيص مبلغ 350 مليون درهم لهذا الحدث ، منها 150 مليون درهم صادق عليها البرلمان برسم الميزانية العمومية لسنة 2008.، وذلك استنادا لمعلومات تفيد أن  تنفيذ المشروع شابته اختلالات مالية  وإخفاقات عديدة،منها  إبرام صفقات من طرف الجمعية دون أدنى احترام لقواعد المنافسة المعمول بها من طرف مصالح الدولة ذات التسيير المستقل وهو الإطار القانوني الذي تم اعتماده في هذة الحالة

مطالبين منه موافاتنا  بأوجه صرف هذه المبالغ الضخمة ومدى احترامها لقواعد المحاسبة ومدى مرد ودية المشروع وهل استفاد الشعب المغربي كما نعتبر من حق المواطنين التعرف على أوجه صرف المال العمومي عن طريق الفحص من طرف المجلس الأعلى للحسابات ووزارة المالية في إطار من  الشفافية والحق في الوصول للمعلومة. 

ستة عشر: اسقاط الاحكام القضائية على معتقلي انتفاضة سيدي ايفني

قرر المكتب التنفيذي الانخراط في المطالبة باسقاط الاحكام القضائية على معتقلي انتفاضة سيدي ايفني  جبرا للضرر الجماعي  وتفعيلا  لقانون تجريم التعذيب على اعتبار أنهم معتقلوا النضال الاجتماعي.

 -ونطالب المسؤولين بالتخلي نهائيا عن الحلول الأمنية وتوخي نهج التحاور مع المواطنين عبر من يحظون بثقتهم، وبإعادة النظر جذريا في الخيارات التنموية اللاشعبية  وذلك بوضع آليات جديدة لاخراج المناطق المتاخمة للصحراء المغربية من التهميش.

سبعة عشر:مسيرة الحرية الكبرى لغزة فاتح يناير 20010

تدارس المكتب التنفيذي دعوة  رئيس الحركة العالمية لمناهضة العولمة والهيمنة الأميركية والصهيونية للمشاركة الفعالة والجادة في مسيرة الحرية الكبرى لغزة التي ستنطلق من كل أنحاء العالم متوجهة نحو غزة في أواخر شهر ديسمبر 2009 وتتجمع في القاهرة يوم 27 وتدخل إلى غزة من معبر رفح ومن البحر ومن كل المعابر التي قسمت ارض فلسطين   يوم 1 كانون الثاني /يناير2010 وذلك بمشاركة حشد كبير ولأول مرة في التاريخ البشري من الشخصيات والأحزاب والهيئات والأفراد من قارات العالم اجمع وهي الخطوة الأهم منذ تأسيس الحملة العالمية لكسر حصار غزة، وقرر المشاركة فيها .

ثمانية عشر:اصلاح القضاء

قرر المكتب التنفيذي عقد يوم دراسي حول اصلاح القضاء بالتعاون مع كلية الحقوق أكدال الرباط والمنظمة العربية الأوروبية ولحقوق الانسان والقانون الدولي وذلك يوم 21  نونبر 2009  يؤطرها اساتذة جامعيون وقضاة  وحقوقيون وسيعلن عن التفاصيل فيما بعد .

تسعة عشر:الجانب التنظيمي

قرر المكتب التنفيذي دعوة اللجنة الادارية للهيئة الوطنية لحماية المال العام بالمغرب يومي 14 و15 نونبر 2009 بمركز بوزنيقة ، وسيقوم المكتب التنفيذي بجولة تنظيمية للإعداد  لتأسيس الفروع التي هيأت شروط الانعقاد .

عشرون :الشبكة المغاربية لحماية المال العام

 

تتظافر الجهود مع مؤسسي هذا الاطار المغاربي والذي  سبق للهيئة الوطنية لحماية المال العام بالمغرب أن دعت الفعاليات الحقوقية والنقابية المغاربية المشاركة في المنتدى الاجتماعي ألمغاربي الأول المنعقد بالجديدة بالمغرب أيام 25و26و27 يوليوز 2008 تحت شعار " في اتجاه وحدة مغاربية  ومن أجل عالم أفضل " إلى تجديد الشبكة وتفعيل دورها وتم  الإعلان الرسمي عن تأسيس الشبكة المغاربية لحماية المال العام ،في أفق عقد المؤتمر المغاربي الأول بالرباط وبعد  استكمال الاتصالات والاعداد المادي والادبي سيعلن عن تاريخ الانعقاد خلال شهر نونبر2009

 اثنان وعشرون :التقرير السنوي دجنبر 2009

وشكلت لجنة من المكتب التنفيذي لصياغة التقرير السنوي والتي ستبدا عملها ابتداء من الاسبوع المقبل ليتم عرضه خلال دجنبر 2009

ثلاثة وعشرون :الجولة الفنية

صادق المكتب التنفيذي على التعاقد مع فرقة مسرحية ستقوم بجولة بمختلف المدن والاقاليم عنوان المسرحية "الحبة والضمير " تعالج العديد من قضايا الفساد و نهب المال العام

اربعة  وعشرون: حرية تكوين الجمعيات

تدارس المكتب التنفيذي ايضا التقرير الذي انجزته هيومن راتس ووتش، وجاء في التقرير المؤلف من 45 صفحة بعنوان "حرية تكوين الجمعيات: نظام تصريحي بالاسم فقط"، ورد فيه أن الممثلين المحليين لوزارة الداخلية في كثير من الأحيان يرفضون قبول وثائق التسجيل عندما تكون أهداف أو أعضاء مجموعة ما - أو من - لا يروق للسلطات.

مؤكدا أن القانون المغربي يجيز تأسيس الجمعيات بمجرد التسجيل لدى السلطات المحلية، بدلا من اشتراط الإذن المسبق. ويلزم القانون المسؤولين بقبول وثائق التسجيل.

ويشمل التقرير أكثر من 10 دراسات حالة من الجمعيات التي كانت الحكومة قد حرمتها من "وصل الإيداع" كإقرار بالتسجيل، مما يعرقل أنشطتها.ومنها الهيئة الوطنية لحماية المال العام بالمغرب والتي خصصت لها الصفحتين 22 و23  وفي ختام الاجتماع تقرر اتخاذ الاجراءات العملية  لخوض معركة الحصول على الوصل والذي رغم عدم تسليمنا اياه فاننا اكتسبنا الشرعية النضالية والقانوني نتيجة النضال المستميت ورغم كيد الكائدين وناهبي المال العام الذين لازالوا يتحكمون في تعطيل القانون .
